On the one hand, this should have been taken into account in the rules. On the other hand, it wasn't, and PGF probably didn't know that Wong wouldn't be re-signed. SHL expansion had a rule that all players had to have a contract or be eligible for an inactive extension, but I'm guessing no one planned accordingly for juniors?

yes, it's PGF's fault for submitting a send down into the expansion draft which took place before SHL teams had to submit/finalize contracts/budget for the season. duh. We were just supposed to take a peek into the future and see which send downs would be extended/sent down in the future how does this not make sense to you?
