As per the rulebook "Players are eligible to purchase SHL Tier weekly training the Monday following their SHL draft". Unfortunately I can only put through your training at the $500k for 3 TPE level and you will have to have the other $500k refunded by the bank. Here's the link for your convenience: Bank Issues
Because of the above you were just a bit short of increasing all your attributes. I did all except for Screening to 10, I adjusted it to 9 and this leaves you with 1 in the bank still.
